You have to make Cologne four times for Mayor West. When you create it, it will use up the materials to create one Cologne. Please note that Cologne is different from Empty Perfume Bottles, which are materials earned from performing character actions.

In total, you will need these materials to create all four Cologne bottles:
20 Empty Perfume Bottles (which look like Cologne, but they're different!)
24 Toilet Water
24 Heavy Musk
