To unlock the Fine Arts District, you will need to complete the District 9 quest "The Wild Wild Mayor West Pt. 5" to start the quest "The Great Plutonium Heist Pt. 1." Once you complete the Heist quest lines, you'll move on to "Dance Hall Days Pt. 1" and the district will unlock!
