To unlock District 10, you will need to complete the Fine Arts District quest "Ye Olde Blimp Trippe Pt. 4" and then start the quest "Home Brew Pt. 1." Tap on Peter to begin this quest.

The Fine Arts District is more like District 9.5 than District 11.
